You must remove an email f rom both Outlook and off of your email server for it to be gone for good. The two main kinds of email accounts, IMAP and POP, use a Web-based platform to transfer emails f rom a server to your Outlook program. IMAP’s Backups Aplenty
The Internet Message Access Protocol, commonly known as IMAP, is a likely culprit if your emails won’t completely delete. IMAP accounts store your email on a server and then download a local copy as needed or requested by you. When you click the delete button o r key, Outlook removes this email f rom your inbox by changing the folder it is assigned to and marking it instead of truly deleting it right away. Outlook must tell your server to delete the email completely first; any interruptions to this communication will cause emails to not properly be deleted.POP It Out
The other major email account type is known as Post Office Protocol, o r POP. This type of account removes emails f rom your server when you download them to your PC or other device. If your POP emails return after being deleted, the likely cause is that you’ve selected the option to leave a copy of the email on your server. Open up the advanced settings for that email address and make sure you uncheck the “Leave a copy of messages on the server” box.Purge It
If the connection between your PC and the IMAP server gets interrupted, the server may miss the command to remove your emails marked for deletion. Manually purge them to make sure the server gets rid of these emails. Click the “Purge” button in the Folder tab in Outlook and select the option to purge marked items for the email address you’re using. Purge tools not only remove deleted emails, but also reestablish the connection to your server.Back It Up
If you noticed the problem when upgrading to Outlook 2013 f rom an older version, you may need to recreate your account. Outlook 2013 uses a different IMAP file type f rom previous versions – OST instead of PST – and the conversion during an upgrade doesn’t always go smoothly. To be safe, export all of your data first, especially your contacts. This can be done through the Open & Export tab of the File menu. Once you've exported your data, copy down your account settings and use the “Remove” button to delete it. Recreate the account and then use the same Open & Export menu to import your settings again.
