Online admission forms a joke with students

All the education boards in Punjab have been made to introduce email system for candidates of all the examinations held by them. Thus every candidate, whether of class IX, X, XI or XII, has to email his admission forms. It is immaterial if eighty per cent of them may never know what the hell an ‘email’ is. And if a small percentage does know, not all of them may possess or even have access to a computer.
In the new dispensation so graciously enforced to usher in the students in the electronic era at a brisk pace, the powers that be have introduced the system without realizing that it would spell disaster and cause immeasurable misery to the poor students who may yet need decades if not centuries to enter the modern age.
The bureaucrats who conceived the idea perhaps were convinced that all the students are well off and have their computers or at least access to them. They conveniently forgot that majority of our students belong to rural areas where, let alone computer, there is no electricity.
Now let us look at the old system of appearing in an examination. A candidate got the prescribed admission form printed by the relevant Board. He would assiduously fill it, complete all the formalities, attach all the documents and photographs, deposit fee and get it attested from the head of a recognized institution and deposit the form in the Board office by hand or send it through registered mail. Although this too was time consuming and cumbersome still within the reach of every student.
Under the new dispensation you are required in the first place to send a hard copy of your admission form duly filled in at the computer. To whom is it to be sent is anybody’s guess. Some say that it goes in the central office located somewhere in Lahore and supervised by some consultant of high repute who is incommunicado. If you have a complaint send it through an email which they say is never replied, let alone acknowledged.
That is not all. After you have travelled from your hamlet to a city, located an Internet club, paid a sizable amount to the owner to fill in your form and sent it to the concerned quarter, you have more trouble at hand. After sending this Hard copy you have to go through the old rigmarole, i.e. to send a soft copy to the relevant board office. Get an admission form as usual. Fill it, attach the required documents with three photographs, get it attested from someone authorised to do so, and deposit it in the Board office by hand or send it under registered cover. And in this process do not forget to deposit the prescribed fee in the nominated branch of the bank.
You need not be an expert in rocket science to figure out the trial and tribulations the students and parents have to pass through this process. Have the great minds behind this scheme ever thought of the miserable plight of our villages. Most of them have yet to see the amenities of modern life. Internet and email is not for them. This is used by only a very small fraction of those in the cities. Have they realized that by launching this ‘ambitious’ project they have opened floodgates of corruption and plunder?
Many people have no computer or Internet facility nearest to their homes while net cafes charge Rs200 to Rs400 to provide an online form. Many heads of institutions have given contract of providing online forms to their favourite net cafes because majority of them have no facility of Internet.
‘The News’ has learnt that private students are not only facing difficulties in getting online admission forms but also facing difficulties in getting their forms attested. Most of the heads of institutions are charging Rs200 per student for attestation of the documents.
Talking to ‘The News’ students and poor parents said that the Punjab government is trying to close all doors of getting education by introducing complicated online form system. They said that majority of students belong to poor families and don’t have computer and Internet facility in their own homes. “Even those having the facility of Internet cannot understand online forms,” they said.
While talking to ‘The News’ Chaudhry Abdul Hafeez Chairman Rawalpindi Board agreed that students are facing hardships with the online system introduced for the first time. He said that he has received several complaints that net cafes are looting students and poor parents. Secondly some heads of institutions were charging hefty amounts for attestation of documents, he said. He assured that he would take strict action against such persons. He said that online form is a new system, which was introduced for the first time, therefore, majority of students are not aware of it. Next time we would establish a separate branch of online admission form where students would get facility free of cost, he said.
He said that he has requested the higher authorities to allow us to work manually to process all forms. “We could extend the date of submission of forms due to introduction of online form system,” he said.source from the news
