  • The White House on Monday announced plans for a program intended to inspire people to create the next Google, Facebook, or Twitter. "Startup America" is a national campaign that will promote high-growth entrepreneurship across the country.

"Entrepreneurs embody the promise of America: the belief that if you have a good idea and are willing to work hard and see it through, you can succeed in this country. And in fulfilling this promise, entrepreneurs also play a critical role in expanding our economy and creating jobs," President Obama said in a statement. "That's why we're launching Startup America, a national campaign to help win the future by knocking down barriers in the path of men and women in every corner of this country hoping to take a chance, follow a dream, and start a business."

Obama made tech and innovation a major part of his State of the Union address earlier this month. "Startup America" will also include a private-sector led campaign, dubbed the Startup America Partnership, which will be headed by AOL founder Steve Case.

The White House announced several ideas it said will help spur innovation, including: permanently eliminating the capital gains taxes on small business investments; $2 billion to match private sector investment in startups and small businesses in underserved areas; Department of Energy mentorships for clean-tech startups; training programs for veterans who want to start new businesses; and clean tech commercialization efforts via the Commerce Department.

Facebook is among the private companies involved in Startup America.

"As part of our commitment, we plan to host 12 Startup Days in 2011 to provide early-stage companies with engineering and design support on the Facebook Platform," the company said in a blog post. "Startup Days are monthly events for entrepreneurs to work and hack with us to build new apps and websites that incorporate the latest social technologies."

"Companies like Zynga, Playfish and Playdom in three years have shown what's possible in social gaming on Facebook Platform," Facebook continued. "We're starting to see the same thing happen in areas like commerce, news, music, and entertainment, and encourage startups to pursue building products that give people new ways to connect with their friends in these industries."

Intel, meanwhile, will commit $200 million of new investment in U.S. companies, while IBM will spend $150 million to accelerate U.S. entrepreneurs, the White House said. HP will also invest more than $4 million in 2011 in HP Learning Initiative for Entrepreneur.
